The House Agriculture Committee has passed the Rural Energy Savings Program Act (H.R. 4785) which supports on-bill financing programs for rural electric utilities to help their customers fund energy-efficient retrofits for homes.
The bill would create a $4.9 billion loan authority and provide zero-interst loans to utilities or electric cooperatives. The loan interest to consumers would be no greater than 3% payable in no more than 10 years. Loans would be small, in the $1,500 to $7,000 range.
