Now that Congress has returned from their recess, the future of the Home Star Bill is even more in doubt.
As a stand-alone bill, it looks like Home Star is done. There are two possibilities for what will happen to the bill.
First, there's talk of attaching it to a Jobs Bill now being debated. This could happen any day. Second, the legislation might be attached to or included in any potential climate/energy bill.
Currently, there are three bills being drafted. They are:
+Cantwell Collins (CLEAR)- this is a cap & auction climate and energy bill
+ Kerry Liererman (APA) - a cap & trade proposal
+ Lugar Graham (Practical Energy Bill) this is an energy-only bill
